Thurgadin is the Coldain (ice dwarf) city of Velious, carved into the Great Divide glacier. Ally-faction gated — you must grind Coldain faction to enter. Once inside: the full Velious vendor set, the Coldain Shawl quest chain (a 13-step legendary), and the Velious armor crafting turn-ins.
